Everything you need to know about Outsourcing HR for your SME

Running a growing business is exciting, but as your team expands, the complexity of managing people grows as well. HR can quickly become a drain on your time, energy, and resources.

So how do you get the right support without overcomplicating things?

In this guide, we break down the three core types of HR support SMEs typically need, the available models, and what to look out for when choosing the right provider.

The three types of HR support your business needs

1. The Foundations –Documents and Compliance

Let’s begin with the paperwork. It’s not glamorous, but for most small businesses, much of it is a legal requirement and getting it wrong can be costly.

At a minimum, your business must have employment contracts that protect both employer and employee, policies that define the employment relationship, GDPR-compliant data management procedures, a clear system for holiday requests, statutory leave, expenses, and payroll, and a framework for probation and termination.

You can find standard contracts and policies online, but free doesn’t always mean suitable for your needs. Generic templates often lack the necessary details for your business, and many employers only discover this at the most inconvenient time.

One often-overlooked pitfall? Contracts that aren’t reviewed regularly. UK employment legislation is updated twice a year (in April and September) with a raft of changes applying in 2026 and 2027, so it’s advisable to audit your documents at least once a year to ensure you stay compliant.

2. Growing businesses – Employee Relations advice

As your team grows, so does the likelihood of more complex personnel issues, whether that’s managing performance, dealing with absences, or handling grievances and disciplinary matters.

A skilled line manager will handle many daily interactions with people, but there are moments when you need expert support: situations you haven’t faced before, or where the stakes are too high to make mistakes.

In these situations, you need someone with both the experience and the technical knowledge of employment law to guide you. When seeking this type of support, look out for CIPD qualifications Level 5 (Associate) as a minimum, or ideally Level 7 (MCIPD). Someone with five or more years of employee relations experience will have encountered similar issues before and know what steps to take.

Common issues in this area include grievances, performance management, and long-term absence; all topics that demand both diplomacy and commercial awareness to resolve in a way that safeguards your business and maintains employee relations.

3. Scaling and evolving businesses – People strategy

Once your business has about 20 employees or is undergoing a significant change, it’s time to think more strategically about your people.

This type of support is usually required when you’re experiencing rapid growth and need a hiring plan, restructuring or redundancy planning, preparing for a sale, exit, or merger, aiming to develop your managers and future leaders, or reviewing compensation, retention, or company culture.

At this stage, you will benefit from a trustworthy HR business partner, ideally MCIPD qualified with over 10 years of senior-level experience. Crucially, this should be someone who can meet you on-site, understand your business goals, and offer honest, impartial advice.

One of the main benefits of outsourcing this type of strategic HR support is cost: you gain senior-level expertise on a flexible basis, without the expense of a full-time employee. Additionally, because external consultants work with multiple organisations, they offer fresh perspectives and current knowledge of employment trends and legislation.

Types of HR Support available

The HR sector isn’t a one-size-fits-all approach. Here’s an overview of the main models, their offerings, and what to watch out for.

UK-wide Call Centre models

These providers offer remote telephone support, often combined with basic Health and Safety advice. Some are affiliated with business insurance firms. They work effectively for HR administration and fundamental employee relations support during the early stages of your business. The main thing to watch out for is long contract commitments. 12 months is typical, but we have seen contracts of five years or more that are hard to exit if your needs change.

Franchise models

UK-wide networks with local independent consultants operating under an umbrella brand. They work from templates and at scale, but within strict postcode boundaries. They can offer good local support that goes beyond purely remote advice. Quality can vary significantly depending on the consultant holding the local franchise, so check their experience and make sure they speak your language. Check the contract length too.

Independent HR Consultants

Independent consultants vary widely in experience and expertise. For basic documentation and compliance tasks, find someone who is detail-oriented and willing to take the time to understand your specific business needs. For employee relations support, choose someone with experience working with businesses of a similar size and sector to yours and ideally someone with broader business experience beyond just HR, as this provides additional commercial insight. Look for at least CIPD Level 5 as a minimum qualification. Contracts range from ad hoc hourly rates to monthly retainers, so review the arrangement quarterly to ensure you receive value for money.

HR Consultancies

An HR consultancy offers access to a team of HR professionals rather than just a single consultant. This enables you to utilise different areas of expertise as your needs evolve, from recruitment and leadership development to complex employee relations. A reputable HR consultancy can provide strategic advice at a fraction of the cost of hiring a senior HR professional internally, and the best will support you across all three levels: HR fundamentals, employee relations, and people strategy. Like independent consultants, seek qualifications, sector experience, and a proven track record. Word-of-mouth recommendations are a dependable indicator of quality.
